This is an online resource library of program guides, workshops in a box, teambuilding activities, and icebreakers. While many of the resources will be focused on Collegiate 4-Hers, most will apply to anyone in the 4-H community. With 40 active clubs in attendance at conference, and over 120 clubs in existence across the nation, this could lead to approximately 360 resources available online to the 4-H community. Not only will they be viewable by everyone, but they will be sortable and searchable by audience, age range, topics, materials needed, and preparation time.

Amendment to Article VII- Concerning the National Service Project of Emphasis

2006 Constitutional Amendment #4
WHEREAS in the current constitution, Article VII, Sections B,C,D, currently reads:
B. At the National Collegiate 4-H Conference, an area of special concern, known as the National Collegiate 4-H Service Project of Emphasis, shall be selected for the following three (3) academic years. Each member club shall strive to carry out one (1) project each year during the three (3) years, addressing this area of concern, and shall report this project to the National Organization.
C. The National Service Project of Emphasis: a. Will be approved by a majority vote at the National Collegiate 4-H Conference. b. The club presenting a proposed National Service Project shall, at its acceptance, become its sponsor. c. The project shall be developed over the subsequent one (1) year period by the sponsor club. d. A National Service Project manual will be submitted by the sponsor club at the National Collegiate 4-H Conference at the end of the first year. e. The sponsor club will submit a report of the project to the NAB at the end of the three (3) year period. f. The NAB should maintain all National Service Project manuals to be available to member clubs on request.
D. The National Service Project of Emphasis will not be limited to one (1) every three (3) years.
In a newly amended constitution, these sections should be removed and a newly added section Section B should read:
1. There will be a National Service Project of Emphasis selected by the Collegiate 4-H National Voting body annually. 2. The project will be proposed by a group of interested parties at the time of expiration of the previous National Service Project of Emphasis. 3. A proposal for the project must be submitted to the NAB at least 24 hours in advance of the National Business Meeting and include a description, purpose, timeline, and implementation plan.
An Act relating to the membership and voting language of the constitution; providing short title; providing original language; providing amendment; providing enforcement; and providing for an effective date.
BE IT ENACTED BY THE NATIONAL COLLEGIATE 4-H ORGANIZATION:
Section 1. This act shall be known as the “Membership and Voting Act of 2006.”
Section 2. The original language of Article II Section A of the National Collegiate 4-H Constitution reads as follows:
A. Membership
1. Any Collegiate 4-H Club shall be eligible for membership in the National Collegiate 4-H Organization.
2. Any member or alumnus of a Collegiate 4-H club, or any past members-at-large shall be eligible for membership. These members shall be known as Collegiate 4-H Alumni.
3. Any person interested in a Collegiate 4-H Organization at his/her school shall be eligible on a membership-at-large basis.
Section 3. AMENDMENT Strike Section II.A.3. to be replaced by the following:
1. Any student, enrolled at an institution of higher learning withoutan affiliated Collegiate 4-H club and recognized by that state?s state 4-H office, shall be eligible on a membership-at-large basis.
Section 4. ENFORCEMENT Members found in violation of this amendment will be subject to dismissal of votes during the time period the infraction occurs.
Section 5. This act shall become effective immediately upon passage and approval.

BE IT ENACTED BY THE NATIONAL COLLEGIATE 4-H ORGANIZATION:
Section 1.This act shall be known as the ?Voting Act of 2006?
Section 2.The original language of Article II Section B of the National Collegiate 4-H Constitution reads as follows:
B.Voting
1.Each club shall be allowed two (2) votes at all meetings.With express written permission of the club, one (1) delegate may cast two (2) votes.
2.Voting delegates will be entered into the minutes during the roll call of clubs.
3.Clubs not having a voting delegation in attendance at a meeting may vote by proxy, which shall be accepted without prejudice, but shall be applicable only to questions presented in the last pre-conference newsletter.
4.Alumni members do not have voting privileges, but are represented through the votes of their alma mater.
5.Members-at-large who have paid their dues shall have one (1) vote per ten (10) members or fraction thereof.Members-at-large shall meet prior to the business meeting to choose voting delegate(s).
Section 3.AMENDMENTStrike the phrase ?Each club shall be allowed two (2) votes at all meetings? from Section B.1., to be replaced with the phrase ?Each club shall be allowed two (2) votes at all meetings unless the club voting powers are altered by Article II, Section B paragraph 1A.?
Section 4.NEW LAWA new section of law to be codified in the National Collegiate 4-H Constitution as Article II, Section B, Item 1A unless there is created a duplication in numbering reads as follows:
If a Collegiate 4-H Organization has the ability to have members from more that one post-secondary educational facility then the Collegiate 4-H Organization voting right shall be governed here as:
i.A count of active members on roll within the Collegiate 4-H Organization must be taken. Then active members belonging to other Collegiate 4-H Organization must be stricken from the count.
ii.A Collegiate 4-H Organization will then receive one (1) vote for every 10 active members or fraction thereof
iii. A Collegiate 4-H Organization falling under the power of Article II Section C paragraph 1A shall be able to receive at the maximum two (2) votes.
Section 5.This act shall become effective immediately upon passage and approval.
Amendment to Article III Passed at 2006 National Business Meeting
This amendment replaces the existing Article III of the constitution.
Article III -� Administration (National Action Board)
The administration of the National Collegiate 4-H Organization shall be vested in a nine (9)-member board, as well as non-voting members including secretary, business manager, advisors, and committee liaisons, known as the National Action Board, hereafter to be referred to as the NAB.
The voting NAB members shall be made up of the elected regional representative from each of the four regions, the National Conference Coordinator, and second year NAB members.
Second year NAB shall be comprised of the four regional representatives from the previous year.
NAB members must be college students enrolled during the office span with the exception of NAB advisors and second year NAB members.
Second year NAB members no longer enrolled in school may retain their position if they remain active in collegiate 4-H activities at the local and regional levels.
Should any regional president/representative member withdraw or transfer to a college or university outside of their elected region, resign, or otherwise become ineligible or unable to perform the duties of their office, the affected region shall appoint a replacement.
The regions of the National Collegiate 4-H Organization shall be the same as the USDA/Extension System regions.
Each region shall elect their regional representative to the NAB. The region hosting the next National Collegiate 4-H Conference will also elect a National Conference Coordinator.
Voting members, excluding the National Conference Coordinator, will serve two, one year terms. The first term members will serve as regional representatives. The second term members will serve as second year NAB members. A term is defined as the fiscal year beginning and ending at National Collegiate 4-H Conference.
The National Advisors will be an official of the Extension System/United States Department of Agriculture, one representative from the National 4-H Council, and a faculty advisor from the region hosting the next National Collegiate 4-H Conference.
K. Duties of NAB
1. Serve as a liaison between regions. Communicate information and ideas between regions. 2. Responsible for the administrative duties at National Collegiate 4-H Conference 3. Promote club and membership development within the four regions 4. Maintain and distribute monies held in the National Collegiate 4-H account
L. Duties of Second year NAB
Ensure communication of information of national concern
Development and implementation of National Service Project of Emphasis
Promote Collegiate 4-H nationally through representation of Collegiate 4-H at National 4-H Congress, National 4-H Conference, and other activities deemed appropriate
Development of implementation of strategic planning
Responsible for developing partnerships for organizational evaluation
M. Duties of NAB Chair
Develop preliminary agenda and meeting announcements two weeks prior to NAB meetings.
Coordinate non-NAB member agenda requests.
Secure meeting arrangements.
N. Duties of NAB Business Manager
Conduct all monetary transactions.
Maintain a permanent journal of all transactions and a ledger of all accounts.
Prepare a report for the newsletter.
Prepare a financial statement at the close of each club year.
Prepare a proposed budget for the following year.
Facilitate committee relations and reports.
O. Duties of NAB Secretary
Maintain records of the NAB Executive Board meeting.
Keep records of the business meetings of the National Organization
Edit and supervise the publication of the national newsletter.
Conduct necessary and appropriate correspondence on behalf of the organization.
P. Duties of the advisor(s)
Maintain an active and involved role in the organization
Regularly attend NAB meetings
Be an advocate to Collegiate 4-H to the organization they represent
Provide guidance and outside perspectives to NAB
Attend and participate in the National Collegiate 4-H Conference

WHEREAS the Collegiate 4-H organization has limited means of recognizing outstanding clubs for their efforts and outstanding programs; and
WHEREAS a committee of the National Collegiate 4-H organization could produce new recognition methods for achievement and recognition of clubs and individual members; be it
RESOLVED, that the National Action Board (NAB) support the creation of a Recognition & Achievement Committee to update existing and create new contest and recognition methods for outstanding clubs and members.

This report is to inform the Collegiate 4-H organization of the specific tasks that NAB has accomplished throughout this year. As a group we developed a Blog to post minutes and important information on for the ease of access of the members of Collegiate 4-H. This can be accessed through http://Collegiate4hnab.blogspot.comOur next task was to create a Web Team that would be responsible for creating a Web site and updating it, a possible listserv and creating a data base where all information pertaining to Collegiate 4-H can be accessed. The members of the first annual Web Team are Antoine Jefferson (Louisiana State University), Justin McConaghy (Oklahoma State University), and Cindy Sperry (UC Davis). NAB approved a budget of $185.00 for the creation of this Website and set up costs. Along with the Web Team, we created the Advocacy Team which would be responsible for distributing information to outside individuals to inform them about Collegiate 4-H and what we do. This Advocacy Team was able to create a pamphlet that would be handed out at national conference. NAB was willing to cover this expense with its proposed budget. They also compiled information and constructed the national newsletter that was distributed at the national conference in Columbus, Ohio. Those members selected were Mary Baughman (Ohio State University) and Samantha Ephgrave (Oklahoma State University) as members of the first Collegiate Team. NAB also approved a budget of $299.60 for the creation of pamphlets.
With the support of the conference coordinators, the NAB board decided to create a workshop at the National Conference in Columbus, Ohio. We chose to do our presentation on Voter Orientation in preparation of the national business meeting. This is a way to walk through the parliamentary procedure with the members, the structure of the meetings and present the amendments to the constitution/by-laws while talking through them so all understand their intent. Another event that we took part in was the Collegiate Ag Organization meeting in Gainesville, Florida January 11-13, 2006. Patrick Voorhies was the NAB member that was chosen to represent the Collegiate 4-H organization.
NAB voted to give a leadership grant of $400 to Louisiana State University for a member or group of Oklahoma State University students to put on a weekend long workshop on fundraising, sponsorship, and grant seeking to aid the LSU club in hosting the 2007 National Conference. NAB also approved $198 dollars for the two rooms needed for national conference the day before to room NAB members.
Updating the constitution and creating an electronic form was also accomplished by NAB. At the national conference in Ohio we decided to establish an open meeting policy that we recommend that following NAB members follow. Lastly, the business manager put together a proposed budget for next year’s NAB board to help them get to a great start.
On behalf of NAB, I present this as the year’s wrap-up of activities to be submitted for the reading of all Collegiate 4-H members.
